I'm new to the LL game and while screening for my first ever tenant for a SFH I've come across this situation twice now and was wondering if it's a common ploy or what...

I clearly post in caps in my ads 'NO PETS' but about 75% of people who contact me admit to having a pet anyway - and typically a large-breed dog. Today, for the second time, when I said 'sorry, this is a NO PET house - you saw that in the ad, right?' the prospect suggested that they would give the dog away 'probably to family members'.

I called BS on this one since I had heard it before already and said that there's no way they would get rid of their dog (and they have two kids who I'm sure would protest) but would in fact try to move it in after they get the keys. These people swore up and down that they really need a place and most places don't take pets so 'as bad as it sounds' they would get rid of the dog if they had too.

I may be new at this but my BS meter goes off pretty easily and I know they are lying - just curious from those in the game for awhile how often you hear this type of story (for those that disallow pets). As much as I'd like to fill my vacancy, I really don't want dogs in my house and my understanding is that short of non-paymnet of rent my ability to evict over breaking of this rule is close to zero in CA so I'm trying to filter the dog owners and liars as much as possible before they even see the house. Unfortunately if you remove dog owners and liars from the prospect pool you are left with zero prospects from what I'm seeing.

If they would get rid of a pet - also known as family member - why would you want that kind of a person as a tenant? They've told you all you need to know.

It is sad that there are not more 'pet-friendly' landlords, however. Seems like you could meet a person and a pet and make a quick determination about them. Indomitable all the time in rescue.

Thank goodness for that BS meter/detector!

Try appealing to a different group of prospects.

Are you close enough to a campus to pick up the incoming freshman class? Now is the time to advertise on the off-campus housing network. Also..advertise at the student union.

If you lower your rent a bit and put the NO PETS in bold letters in your ad. You might pick up more because of the lower rent..and eliminate the pets owners in the process.

I do not rent to anyone with pets. ever. I rent to college kids now..and they come without pets. (their life style is too self-centered to be bothered with pet).

Try to find a new market.

Your BS meter is dead on. Listen to it.

I had a really good tenant that paid 10 days early every time. While I was doing a drive by check of my rentals her mother came out of the house with a small dog. When I talked to the tenant later she told me that her mother was just visiting with the dog.

I handed her a 10 day notice to cure or quit. She had been told the no pet policy prior to move in (I repeated it twice).

I don't take pets period. No pet ever improved the value of my homes. But, the reverse is true.

Favorite tenant quote "Oh, my pets don't make a mess."

April leap or May slog, Romney on pace to GOP nod

(AP) ? April looks good for Mitt Romney, with its string of Midwestern and Eastern primaries seemingly tailor-made for the Republican presidential front-runner.

In May, the GOP campaign turns again to the South, where the former Massachusetts governor has struggled. But at this point only a total collapse will deny him the nomination.

Romney has amassed more Republican National Convention delegates than all his competitors combined and is nearly halfway to the 1,144 needed to win. And he can put a dagger in the ambitions of any remaining rivals in June, with states like California and New Jersey, where he's positioned well with money and key endorsements.

In the meantime, he's poised to dominate the next month, with money, organization and geographic advantages.

"April will be much more favorable to Romney," said Dick Hug, a Maryland Republican fundraiser who supports Romney.

WISCONSIN TILTING ROMNEY'S WAY

Romney looks strong in Wisconsin, the big prize in Tuesday's three-state mini-sweepstakes.

And he got a big boost Friday when Wisconsin's influential Rep. Paul Ryan endorsed him in a nationally broadcast television interview.

Ryan told Fox News Channel's "Fox & Friends" that he feels Romney is best suited to be the party's nominee this fall and take on President Barack Obama.

Ryan, who is chairman of the House Budget Committee, also said he's convinced that "if we drag this thing on through summer, it's going to be harder" to turn Obama out of office.

The pressure is on Rick Santorum in the former Pennsylvania senator's last chance to make the argument that he can win in the all-important industrial heartland.

Romney has had his number. He edged Santorum in Michigan and Ohio and won big in Illinois.

The formula has been simple: Swamp Santorum with TV ads and get big help from a pro-Romney group. Romney and that group, Restore Our Future, were spending about $3 million on television advertising in Wisconsin, a roughly 4-to-1 edge over Santorum and his allies.

It seems to be working. Romney has overtaken him, according to a Marquette University Law School poll published Monday.

Santorum has campaigned aggressively in conservative rural Wisconsin in the past week.

Romney arrives in the state on Friday, but he has already been sponsoring phone calls attacking Santorum's labor record, a hot topic where GOP activists are rallying to Gov. Scott Walker's recall election for signing anti-union legislation.

And Restore Our Future has been on television attacking Santorum since last week.

"Romney hasn't been here, but other groups are spending heavily for him," said Mary Buestin, a Republican national committeewoman from Wisconsin.

MARYLAND and DC FAVOR ROMNEY

Maryland and Washington, D.C., are a lock for Romney, despite his calling himself a Beltway outsider.

Romney has campaigned in Maryland. Santorum hasn't.

Then there's Restore Our Future again, spending nearly $900,000 on television ads for him there.

And Santorum failed to file to appear on the District of Columbia ballot.

Romney could really start to pull away Tuesday. Most of the delegates at stake in all three states are winner-take-all, not the proportional contests that dominated the first three months of voting.

APRIL LULL

Voting takes a three-week break after Tuesday. Romney will be raising money but also working behind the scenes to bring nervous conservatives into his tent.

This week he trumpeted praise from tea party icon Sen. Jim DeMint, R-S.C., and endorsements from Sen. Mike Lee of Utah, American Conservative Union President Al Cardenas and Florida Sen. Marco Rubio.

Santorum sought to stoke doubts about Romney as a conservative by appearing outside the Supreme Court as it heard arguments about Obama's health care law.

"This is the most important issue in this election," Santorum said, referring to the 2010 law, which Romney's critics compare to one he signed in Massachusetts. "There's one candidate who's uniquely disqualified to make the case."

That would be Romney, of course.

BIG EAST TOURNEY

The rest of April doesn't look much better for Santorum than Tuesday's contests.

On April 24, Connecticut and Rhode Island should be scarcely different than the string of four New England states the former New England governor has already bagged.

The same for New York, where polls have shown Romney dominating, and for Delaware, where Restore Our Future is the only group advertising.

Restore Our Future is advertising in all five April 24 primary states, including Pennsylvania.

Romney shows no signs of ceding Santorum's home state. Polls show Santorum leading, but Romney has amassed support from key GOP leaders and fundraisers.

Santorum's Senate tenure and grass-roots following give him an edge, Pennsylvania GOP strategist Leslie Gromis Baker said. But Romney is poised to outperform expectations.

"Santorum may win it, but it may not be as convincing," said Baker, an adviser to former Gov. Tom Ridge and former President George W. Bush.

MAY: SOUTH RISES AGAIN

Santorum hopes to continue to drain delegates away from Romney in North Carolina and West Virginia on May 8.

Drawing support from evangelical conservatives, he has won four of eight Southern states while Romney has won only Florida and Virginia.

Indiana's Midwestern flavor and urban pockets give Romney hope on May 8. But the race looks southward again, favoring Santorum, with May 22 primaries in Arkansas and Kentucky.

Santorum's Christian following gives him the edge in Texas, but Romney can compete. On Thursday, he added the support of former President George H.W. Bush to a long list of local and congressional GOP leaders.

Texas' huge delegate cache will be split according to the vote, and add to Romney's overall lead, even if he loses, Maryland's Hug said.

"You've got big ones in May like Texas, where, even if he doesn't win, he'll get his share of votes," Hug said.

Baggage handling staff at Stansted airport have voted to strike during the Easter weekend, over claims that new shift patterns could result in pay cuts of up to ?1,000.
The BMG union representing baggage handlers at the airport said that members have voted ?overwhelmingly? for strike action, with walkouts set to take place on Good Friday, Easter Saturday and Easter Monday.
GMB official Gary Pearce said that the union ?has offered several alternative shift patterns and working arrangements but the company refuses to listen so far?.
?I have notified Swissport of the ballot result and I have asked them for more talks to try to avert action over these pay cuts,? said Pearce.
?GMB members consider that Swissport [employers of the baggage handling staff] is attempting to make savings at their expense and they are not willing to agree to this.
?Unless there is urgent talks and a settlement, this vote for action this will result in disruption over the Easter Bank Holiday weekend.?

Assad says foreign aid to rebels must stop under peace plan

BEIRUT (Reuters) - President Bashar al-Assad said on Thursday Syria would spare no effort to ensure the success of international envoy Kofi Annan's peace mission but warned it would not work without securing an end to foreign funding and arming of rebels opposing him.

Assad is under international pressure to call his troops and tanks back to their bases, a year into a popular revolt against his iron rule. Fighting between troops and rebels killed at least 38 more people on Thursday, 15 of them soldiers.

The state news agency SANA quoted Assad, in a letter to the leaders of the BRIC economic powers, which include his key ally Russia, as saying "countries which support the armed groups with money and weapons must be persuaded to stop this immediately".

At the same time, Britain said it was doubling non-military aid to opponents of Assad and expanding its scope to equipment, possibly including secure telephones to help activists communicate more easily without fear of detection and attack.

The aid, worth $800,000, "includes agreement in principle for practical non-lethal support to them inside Syria," Foreign Secretary William Hague said.

Arab leaders at a summit in Baghdad endorsed the peace plan floated by Annan, the special U.N. and Arab League envoy on Syria, and - betraying skepticism about Assad's commitment -- called for it to be implemented "immediately and completely".

The six-point plan envisages a ceasefire, possibly under U.N. monitoring, a withdrawal of heavy weapons and troops from population centers, humanitarian assistance, release of prisoners and free movement and access for journalists to Syria.

Arab League leaders quietly dropped an earlier demand that Assad give up the presidency. The Annan plan, endorsed by the U.N. Security Council, makes no such demand, unlike a previous blueprint for change that was vetoed by Russia and China.

"The solution for the crisis is still in the hands of the Syrians as a government and opposition," Arab League Secretary-General Nabil Elaraby told the summit gathering in the Iraqi capital, the first there in 20 years.

Earlier, the League took a line closer to the hardline stance of Qatar and Saudi Arabia, calling for Assad to transfer powers to a deputy to allow for a unity government and early elections.

But a shift in the Arab position transpired after Russia and China blocked a Security Council endorsement of that proposal and the Arab League's own observation mission in Syria unraveled from internal splits, failing to stem the bloodshed.

Syria's opposition groups continue to demand that Assad must go, and have not agreed to any peace talks with his government.

Elaraby called for the Security Council to issue a binding resolution to "not only stipulate the necessity of stopping the violence, but also finding a suitable mechanism to cease fire."

One idea Annan is pushing is a U.N. observer mission, diplomats say, and Elaraby said there had been suggestions that there should be "Arab participation".

ASSAD'S DEMANDS

"President Assad said that for his mission to succeed, Annan must focus on drying up the wells of support for terrorism pointed at Syria, especially from countries which have announced that they are arming and financing the terrorist groups in Syria," SANA reported.

"In return for the formal commitment to the success of Annan's mission it is necessary to obtain commitments from the other parties to halt the terrorist acts by the armed groups and to withdraw the weapons of these groups and call on them to stop their terrorist acts ..." Assad's letter said.

In an apparent reference to Turkey, a former ally that now hosts the rebel Free Syrian Army, he singled out "neighboring countries that harbor these groups and facilitate their terrorist operations".

Assad said a national dialogue would start soon, including "all groups which work for the security and stability" of Syria.

U.N. Secretary General Ban Ki-moon kept up pressure on Assad, saying he must turn his stated acceptance of the peace plan into action, to shift his country off a "dangerous trajectory" with risks for the entire region.

Syria sits at a crossroads of Middle East conflict bordering Turkey, Jordan, Israel, Iraq and Lebanon. Its 23-million population comprises a mix of faiths, sects and ethnic groups whose tensions resonate in neighboring states.

"It is essential that President Assad put those commitments into immediate effect. The world is waiting for commitments to be translated into action. The key here is implementation, there is no time to waste," Ban told the Arab League summit.

OPPOSITION MEETS BACKERS

In Istanbul, Syrian opposition representatives met to try to settle deep internal disputes before the arrival of Western foreign ministers for a "Friends of Syria" conference on Sunday to map out where the year-old uprising is heading.

The chances of Western powers deciding to arm the insurgents at this point appeared to be very remote.

Reports from the opposition Syrian Observatory for Human Rights, which monitors the violence, said at least 23 people and 15 government soldiers were killed nationwide on Thursday - in army raids on villages, in a rebel ambush and in clashes.

SANA said two colonels were assassinated in a morning attack in Aleppo, Syria's second city, while on their way to work. It said gunmen kidnapped Air Force General Mohammad Amr al Darbas in Damascus province.

The United Nations says Assad's forces have killed 9,000 people. Damascus blames foreign-backed "terrorists" for the violence and says 3,000 soldiers and police have been killed.

Western powers have expressed doubt about Assad's stated willingness to implement the peace plan. Russia has urged Western-backed opposition groups to match Damascus and endorse the proposals of Annan, a former U.N. secretary general.

Syria's big-power backers, Russia and China, have turned up the heat on Assad by endorsing the Annan plan, with the unspoken implication that if he fails to act on it, they may be prepared to back action by the U.N. Security Council.

Sunni Muslim powers Saudi Arabia and Qatar have suggested arming Syria's mainly Sunni opposition. But Arab states outside the Gulf, such as Algeria and Shi'ite Muslim-led Iraq, urge more caution, fearing an all-out sectarian war.

"In our experience in Iraq, we see that arming both sides will result in proxy wars regionally and internationally. This option will provide the grounds for foreign military intervention in Syria," Iraqi Prime Minister Nuri al-Maliki told the Arab leaders.

Ancient ichthyosaur mother did not explode, scientists say

It is unlikely that the body of a mother ichthyosaur exploded, say researchers who offer another explanation for the scattered remains of embryos found around her in rock that was once deep underwater.

Rather, the scattering of the embryos was probably caused by minor sea currents after the expectant mother died and her body decayed some 182 million years ago, the researchers propose.

If this scenario sounds confusing, it is important to know that ichthyosaurs, extinct marine reptiles that lived at the same time as the dinosaurs, did not lay eggs but rather carried their young in their bodies until they gave birth. Ichthyosaurs resembled fish but, unlike most fish, breathed air through lungs.

The nearly intact skeleton of the female ichthyosaur in question was found in Holzmaden, Germany. But the remains of most of the approximately 10 embryos were scattered far outside her body it. Other fossilized ichthyosaur remains have been found in similarly strange arrangements, with skeletons usually complete but jumbled to some degree.

A Swiss and German research team set out to examine the idea that after death, such large-lunged marine creatures floated on the surface, with putrefaction gases building up inside them, until the gases escaped, often by bursting. Such explosions would jumble the bones.

The researchers examined the decay and preservation of ichthyosaur skeletons and compared this information with that of modern animals, particularly marine mammals. To get an idea of the amount of pressure that builds up after death during different stages of bloating, they looked at measurements from the abdomens of 100 human corpses.

"Our data and a review of the literature demonstrate that carcasses sink and do not explode (and spread skeletal elements)," the researchers wrote online Feb. 1 in the journal Palaeobiodiversity and Palaeoenvironments.

Generally, carcasses of ichthyosaurs would have sunk to the seafloor and broken down completely. Only under specific circumstances ? including in warmer water less than 164 feet (50 meters) deep ? would gas inside the body have brought the remains to the surface, said the researchers, led by Achim Reisdorf of the University of Basel in Switzerland. When this happened, the carcass would decompose slowly, scattering bones over a wide area.?

Ichthyosaurs' remains stayed neatly in place only under specific conditions, according to the research team: The water pressure had to be great enough to prevent them from floating, scavengers did not pick them over, and strong currents did not disturb them.

The female ichthyosaur died in water about 492 feet (150 m) deep. Decomposition of the body released the embryo skeletons, and minor currents along the seafloor distributed them around her body, the researchers speculate.

Painkiller-dealing 'Candy Man' doctor sentenced

RICHMOND HEIGHTS, Mo. ? Officials at a St. Louis hospital on Thursday defended their actions in the case of a homeless woman who sought treatment for a sprained ankle and died in police custody after being arrested for refusing to leave the emergency room.

An autopsy determined that Anna Brown's death in a jail cell in September was caused by blood clots that formed in her legs and migrated to her lungs, the St. Louis Post-Dispatch reported. The newspaper also obtained surveillance footage of the woman's final moments. In the video, officers are seen carrying Brown into a jail cell. The cell door closes and Brown is heard moaning and crying.

Brown's family says authorities treated the 29-year-old mother of two unfairly and have hired a St. Louis-based lawyer, Keith Link. Link did not respond to telephone messages from msnbc.com on Thursday.


St. Mary's Health Center says its staff followed medical guidelines and performed appropriate tests, acknowledging the ?outrage being expressed in this tragic event.?

?Unfortunately, even with appropriate testing using sophisticated technology, blood clots can still be undetected in a small number of cases,? according to a statement released by St. Mary's Health Center on Thursday. ?The sad reality is that emergency departments across the country are often a place of last resort for many people in our society who suffer from complex social problems that become medical issues when they are not addressed. It is unfortunate that it takes a tragic event like this to call attention to a crisis in our midst.?

Police have said officers had no way of knowing Brown's dire condition.

Brown went to three hospitals complaining of leg pain in the days leading up to her death, including her visit to St. Mary's that led to her arrest for trespassing. She was wheeled out in handcuffs after a doctor said she was healthy enough to be locked up.

Brown had been struggling after a series of devastating setbacks, family say.

'Starting to? make progress'
A New Year's Eve tornado in 2010 destroyed Brown's home in north St. Louis home, the Post-Dispatch reported. She and her two children moved to Berkeley, a St. Louis suburb, and she lost her job at a sandwich shop soon afterward, the Post-Dispatch said.

According to the Post-Dispatch, her utilities were shut off because she stopped paying her bills, and after a child welfare agent who visited the home in April found a feces-filled toilet, burn marks on the floor where she had lit fires to keep warm and other distressing signs, Brown was arrested for parental neglect. Police reported at the time that she seemed confused, the newspaper reported.

Her mother, Dorothy Davis, received custody of Brown's children on the condition that Brown couldn't also live with them, and Brown's home was condemned, the newspaper reported. She lived in four homeless shelters from May until September, according to the Post-Dispatch.

Brown joined the St. Louis Empowerment Center, a drop-in center for the mentally ill, the newspaper reported.

"She was just starting to make progress," Kevin Dean, a peer specialist at the center, told the Post-Dispatch.

Dean and another staff member at the drop-in center recalled hearing Anna Brown say she hurt her ankle.

Davis, who said Brown called every day to check on her children, said she wants answers about her?daughter's death.

"If the police killed my daughter, I want to know. If the hospital is at fault, I want to know," Davis told the Post-Dispatch. "I want to be able to tell her children why their mother isn't here."

(AP) ? During his nine seasons at Missouri State, Barry Hinson had his way with Southern Illinois.

The Bears accounted for a quarter of the Salukis' paltry 40 conference losses during that stretch. The assistant at Kansas now looks to revive the slumping Salukis and get the better of his old school and the rest of the Missouri Valley Conference.

Hinson was introduced Wednesday as the new men's basketball coach at Southern Illinois, signing a five-year, nearly $1.5 million contract with a school that finished this season 8-23 ? the Salukis' third losing season in the past four.

The affable Hinson, 50, made no grand promises about any turnaround in Carbondale, saying only that fans of the Salukis ? just five years removed from a Sweet 16 appearance in the NCAA tournament ? eventually would be satisfied.

"What we're going to be able to accomplish is going to be spectacular," Hinson said.

Before diving into restoring the Salukis, Hinson has some unfinished business at Kansas, where he has served the past two seasons as director of men's basketball operations and two years before that as the Jayhawks' chief of external relations.

Kansas plays Ohio State in a Final Four semifinal Saturday, then in the title game Monday night if the Jayhawks advance.

And Hinson said he expects to be there through that run by the side of good friend Bill Self, Kansas' coach and a fellow Oklahoma State alumnus with whom he once coached at Oral Roberts.

"I'm gonna work for the University of Kansas until Monday night at 11 o'clock, if that's OK with you," a smiling Hinson told a reporter.

Self called Hinson a "huge asset to our program."

"Everyone within the university and department has enjoyed him being here so much but his goal was always to get back on the sidelines as a head coach," Self said. "What a great opportunity that Southern Illinois has presented to him. I know there is not one guy in America that is more proud or will work harder representing Southern Illinois University the way Barry Hinson will."

Hinson, with a 205-140 career record, replaces Chris Lowery, who went 145-116 in eight seasons with the Salukis but was fired March 2. Lowery's teams made three NCAA tournament appearances and enjoyed the greatest run in the school's history in 2006-07, when the Salukis posted a school-record 29 wins and grabbed its fifth regular-season league title in six seasons. At one point, the team was No. 11 in the AP 25, the loftiest ranking in the program's history.

That season, the Salukis also came within an eyelash of making it to its first-ever round of eight in the NCAA tournament, pushing Self's top-seeded Kansas to the brink in the West Regional semifinal before losing 61-58.

That was the last time the Salukis made the tournament ? a string of futility Hinson now is tasked to change.

Hinson was fired by the Bears in 2008 after his own failures to take that program to the NCAA tournament in nine seasons, during which time he guided Missouri State to a 169-117 mark. But his successes against the Salukis during that time didn't go without notice Wednesday, when Southern Illinois' athletics director, Mario Moccia, noted Missouri State's 10 wins over the Salukis during Hinson's time with the Bears.

At Missouri State, Hinson had consecutive 22-win seasons in 2005-06 and 2006-07, but the lack of NCAA tournament invitations may have cost him his job.

"I was unable to deliver an NCAA tournament berth, and the buck stops with me," Hinson said after his firing. "I am disappointed that we did not accomplish that most of all for the players, fans and supporters of Bears basketball."

Before coaching Missouri State, Hinson compiled a 36-23 record as head coach of Oral Roberts, where he was an assistant coach for four seasons under Self.

Mumbai, Miami on list for big weather disasters

WASHINGTON (AP) ? Global warming is leading to such severe storms, droughts and heat waves that nations should prepare for an unprecedented onslaught of deadly and costly weather disasters, an international panel of climate scientists says in a report issued Wednesday.

The greatest danger from extreme weather is in highly populated, poor regions of the world, the report warns, but no corner of the globe ? from Mumbai to Miami ? is immune. The document by a Nobel Prize-winning panel of climate scientists forecasts stronger tropical cyclones and more frequent heat waves, deluges and droughts.

The 594-page report blames the scale of recent and future disasters on a combination of man-made climate change, population shifts and poverty.

In the past, the Intergovernmental Panel on Climate Change, founded in 1988 by the United Nations, has focused on the slow inexorable rise of temperatures and oceans as part of global warming. This report by the panel is the first to look at the less common but far more noticeable extreme weather changes, which recently have been costing on average about $80 billion a year in damage.

"We mostly experience weather and climate through the extreme," said Stanford University climate scientist Chris Field, who is one of the report's top editors. "That's where we have the losses. That's where we have the insurance payments. That's where things have the potential to fall apart.

"There are lots of places that are already marginal for one reason or another," Field said. But it's not just poor areas: "There is disaster risk almost everywhere."

The scientists say that some places, particularly parts of Mumbai in India, could become uninhabitable from floods, storms and rising seas. In 2005, over 24 hours nearly 3 feet of rain fell on the city, killing more than 1,000 people and causing massive damage. Roughly 2.7 million people live in areas at risk of flooding.

Other cities at lesser risk include Miami, Shanghai, Bangkok, China's Guangzhou, Vietnam's Ho Chi Minh City, Myanmar's Yangon (formerly known as Rangoon) and India's Kolkata (formerly known as Calcutta). The people of small island nations, such as the Maldives, may also need to abandon their homes because of rising seas and fierce storms.

"The decision about whether or not to move is achingly difficult and I think it's one that the world community will have to face with increasing frequency in the future," Field said in a telephone news conference Wednesday.

This report ? the summary of which was issued in November ? is unique because it emphasizes managing risks and how taking precautions can work, Field said. In fact, the panel's report uses the word "risk" 4,387 times.

Field pointed to storm-and-flood-prone Bangladesh, an impoverished country that has learned from its past disasters. In 1970, a Category 3 tropical cyclone named Bhola killed more than 300,000 people. In 2007, a stronger cyclone killed only 4,200 people. Despite the loss of life, the country is considered a success story because it was better prepared and invested in warning and disaster prevention, Field said.

A country that was not as prepared, Myanmar, was hit with a similar sized storm in 2008, which killed 138,000 people.

The study says forecasts that some tropical cyclones ? which includes hurricanes in the United States ? will be stronger because of global warming, but the number of storms should not increase and may drop slightly.

Some other specific changes in severe weather that the scientists said they had the most confidence in predicting include more heat waves and record hot temperatures worldwide, increased downpours in Alaska, Canada, northern and central Europe, East Africa and north Asia,

IPCC Chairman Rajendra Pachauri told The Associated Press that while all countries are getting hurt by increased climate extremes, the overwhelming majority of deaths are happening in poorer less developed places. That, combined with the fact that richer countries are generating more greenhouse gases from the burning of fossil fuels, makes the issue of weather extremes one of fairness.

However, extremes aren't always deadly. Sometimes, they are just strange.

Study co-author David Easterling of the National Climatic Data Center says this month's heat wave, while not deadly, fits the pattern of worsening extremes. The U.S. has set nearly 6,800 high temperature records in March. Last year, the United States set a record for billion-dollar weather disasters, though many were tornadoes, which can't be linked to global warming.

"When you start putting all these events together, the insurance claims, it's just amazing," Easterling said. "It's pretty hard to deny the fact that there's got to be some climate signal."

Northeastern University engineering and environment professor Auroop Ganguly, who didn't take part in writing the IPCC report, praised it and said the extreme weather it highlights "is one of the major and important types of what we would call 'global weirding.'" It's a phrase that some experts have been starting to use more to describe climate extremes.
